Well caught photo. I walked past yesterday afternoon and the signage had been removed - just lots of water and bubbles on the shutters and pavement.
I believe that the campaigners painted the slogans in broad daylight as a public protest, and used water soluble paint so they could not be accused of criminal damage.
Yeah, I walked past when they were doing it - right in the middle of the day with people walking past oblivious.

And why is the government having to make cuts? It's because Labour's profligate ways have left us with a massive deficit, so the cuts are directly attributable to thirteen years of Labour government. And before anybody mentions the bankers, we had an unsustainable structural deficit before the financial crisis. In addition, the money spent bailing out the banks will be repaid.
I walked past too while they were painting (stenciling?)the messages. A couple of those involved were being 'interviewed' and video-recorded too, so there's presumably some footage of that out there somewhere.
Anonymous Tory Boy/Girl, it is simply economically illiterate to say that the cuts have nothing to do with the banking crisis. Cuts are paying for the bank bailouts, whether or not the money is eventually repaid.
And the reduction in public services in favour of the private sector has been an ideological imperative of all Tory governments, ever.
So if these cuts are not Ideological
then why wont the Coalition say they will put the money back into public services when the economy improves
But they WONT
BECAUSE THE CUTS ARE IDEOLOGICAL DRIVEN
